Sejak proklamasi kemerdekaan Republik Indonesia, kebijakan desentralisasi telah mengalami beberapa kali perubahan yang ditandai dengan pasang surutnya derajat desentralisasi. Perubahan kebijakan desentralisasi ini menandai pula arah pendulum yang sering kali berubah antara <i>structural efficiency model</i> dan <i>local democracy model</i>. Era reformasi mencatat arah pendulum menuju <i>local<b> </b>democracy model </i>sesuai semangat yang dikedepankan dalam UU Nomor 22 Tahun 1999. UU tersebut telah diganti dengan UU Nomor 32 Tahun 2004 yang berusaha mempertemukan semangat efisiensi dan demokrasi, namun semangat <i>local democracy model </i>masih tampak kuat dengan dominannya pengaturan tentang pilkada langsung.<b><br /></b></div>

Memang desentralisasi pada dasarnya merupakan sebuah keniscayaan bagi penyelenggaraan pemerintahan demokratis di negara sebesar Indonesia. Kebijakan desentralisasi melahirkan pemerintahan daerah yang memiliki <i>polical variety</i> untuk menyalurkan l<i>ocal voice</i> dan <i>local choice</i>, Desentralisasi dimaksudkan sebagai instrumen yang mampu mengakomodasi aspirasi masyarakat yang tergolong majemuk dengan kondisi dan potensi yang beragam pula. Namun demikian, perlu pula diwaspadai bersama kemungkinan dampak negatif desentralisasi yang tak terkendali seperti munculnya republik kecil, raja kecil, dan KKN sebagai akibat lemahnya kontrol pusat terhadap daerah. Jika dampak negatif terjadi maka bukannya kemaslahatan yang diperoleh namun kemudharatan kolektif yang dinikmati. Tentu hal ini tidak dilehendaki oleh kita semua.<b></b></div>

Dunia berubah menjadi lebih kompleks seiring dengan berkembangnya teknologi informasi dan komunikasi yang melahirkan banyak paradoks. Globalisasi semakin kuat pada saat derasnya tuntutan otonomi lokal. Desakan partisipasi dalam pemerintahan menguat pada saat dibutuhkannya profesionalisme yang lebih baik. Anggaran perang semakin besar pada saat dibutuhkannya anggaran kesejahteraan yang lebih banyak. Tantangan demikian tak dapat diselesaikan jika hanya menggunakan cara-cara lama. Kelangsungan tatanan pemerintahan dapat terancam jika tak segera ada solusi kreatif. Inovasi sektor publik dibutuhkan dalam kondisi ini untu menjaga keberlanjutan pemerintahan sekaligus memecahkan '<i>the unsolved problem</i>s' dengan cara-cara baru. Mengembangkan inovasi secara berkelanjutan hanya bisa dilakukan dengan menghargai dan mengelola pengetahuan (<i>knowledge management</i>). Teori baru ini digunakan untuk menghindari terjadinya kekauan inti sekaligus membangun inti suatu organisasi.</div>

Era Reformasi membawa angin perubahan yang besar dalam pemerintahan daerah di Indonesia. Perubahan dari <i>structural efficiency model</i> (sebagaimana tercermin dalam kebijakan UU No. 5 Tahun 1974) menjadi <i>local democracy model</i> (sesuai UU No. 22 Tahun 1999) telah membawa semangat pemerintahan daerah yang mengedepankan partisipasi masyarakat. Akan tetapi, partisipasi masyarakat yang nyata dalam pemerintahan daerah tak kunjung terealisasi hingga munculnya UU No. 32 Tahun 2004 sebagai penyempurnaan dari UU No. 22 tahun 1999. Hingga kini partisipasi nyata dari masyarakat sebagai unsur utama daerah otonom dalam otonomi daerah tetap belum menampakkan tanda-tanda peningkatan. Untuk itu, diperlukan kajian yang memadai tentang partisipasi masyarakat dalam pemerintahan daerah sehingga dapat diperoleh alternatif penyelesaian masalah yang mampu mendorong terjadinya percepatan partisipasi masyarakat. Dengan berbekal pendekatan berpikir sistem kajian tersebut dilakukan dalam kajian ini. Harapannya adalah ditemukan suatu pengungkit yang mampu mencapai percepatan partisipasi melalui perubahan kecil dari parameter paling sensitif dalam sistem partisipasi masyarakat dalam pemerintahan daerah.</div>

This study tries to analyze the performance of village government system in Indonesia, through a systemic thinking approach in dynamical system method. The effectiveness of the village administration is determined by its ability to achieve the goal of prosperity and security communities. Achievement of the village administration is influenced by many factors that are inter-connected with each other in the village government systems. It is constructed from three major subsystems, such as; intra village government, local government, and central government subsystem. The existence of the village supra subsystem is not determined by the independence of the village but also influenced by its reliance on supra-structure.</div>
<div style="text-align: justify;">
Therefore, the performance of village government and its influencing factors studied to get a recommendation in the form of scenarios that could be a solution to the acceleration of the village administration purposes. This research literature uses The Village Governance System, and Performance concept, and data mainly comes from the publication of books and journals available in Indonesia since the early establishment of the village until the post-independence. Its called a library research. Finally, this study is useful for the future to make decisions in order to accelerate the achievement of the village government goal, especially to find an alternative solution to the problem of the achievement of the performance of village government.</div>

The Objectives of the research are to analyze women's participation and to find the supporting and constraining's factors of women's participation in the planning of PNPM Mandiri Perdesaan, the forms of empowerment and the impact for women in rural area in the aspect gender equality and equity, as well as to give recommendations for improving women's participation in Karo regency.</div>
<div style="font-family: Arial,Helvetica,sans-serif; text-align: justify;">
Result of the research reveals that women have participated in the planning of PNPM Mandiri Perdesaan. It is indicated through their attendance and contribution in the planning process and decision making, also their involvement as administrator and member of the team work of PNPM Mandiri Perdesaan. The Empowerments in PNPM Mandiri Perdesaan include social empowerment, economic empowerment, psychological empowerment, political empowerment and organizational empowerment. Gender equality and equity are indicated from the equal opportunity to access information, to convey opinion, to attend meetings, to become an administrator and member of the team, to involve in decision making and to get the benefit of the program. PNPM Mandiri Perdesaan is a gender specific program characterized by positive discrimination of productive resources as a result of access discrimination, control, participation, and benefits of position of gender sub-ordination through distributive and redistributive policy in which PNPM Mandiri Perdesaan is more pro-women indicated by its policy on attendance quotas for women, special meetings for women, proposal for women, and micro credit program for women. Women's participation in attending the program of PNPM Mandiri Perdesaan show no difference compare to men, however it is lower than the total number of woman in Karo regency. Similarity, women participation as team work member of PNPM Mandiri Perdesaan is also low. Therefore, it is necessary to define a planning strategy to increase women's participation in enhancing gender equality and equity in Karo regency.</div>

Penelitian ini menggunakan metode kualitatif dengan pendekatan <span style="font-style: italic;">grounded research</span> dengan alasan untuk membangun teori, khususnya teori substantif, yang berasal dari data. Hasil penelitian ini memperlihatkan bahwa akuntabilitas eksistensi organisasi YLPMD Lampung yang diwujudkan melalui mekanisme: 1) Kejelasan <span style="font-style: italic;">guiding philosophy</span>, visi, misi dan tujuan organisasi; 2) Kejelasan status hukum organisasi; 3) Kejelasan struktur organisasi, fungsi dan relasi antar struktur organisasi; 4) Aturan formal kepemimpinan dalam organisasi; dan 5) Aturan dan pelaksanaan mekanisme pengambilan keputusan dan pertanggungjawaban. Hasil penelitian ini juga memberikan informasi bahwa melalui pelaksanaan mekanisme-mekanisme telah mendekatkan Ornop YLPMD Lampung pada nilai-nilai seperti <span style="font-style: italic;">trust, responsiveness</span>, iklim berorganisasi sehat, legalitas dan legitimasi publik, kejelasan arah organisasi, <span style="font-style: italic;">rule and laws</span>, dan penerimaan <span style="font-style: italic;">stakeholders </span>dan masyarakat.<br />Sebagai temuan penelitian, studi ini mengajukan suatu proposisi bahwa ketika Ornop menjalankan mekanisme akuntabilitas keorganisasian melalui kejelasan <span style="font-style: italic;">guiding philosophy</span>, visi, misi dan tujuan dengan landasan persoalan nyata masyarakat; status hukum; struktur, fungsi, dan relasi antar struktur berbasis fokus kerja; kepemimpinan yang kuat secara ideologi <span style="font-style: italic;">civil society</span>, jaringan, dan kebersamaan; dan mekanisme pengambilan keputusan, dan pertanggungjawaban. <span style="font-size: 100%;">Participatory local government in Indonesia has not yet been truly achieved despite the imposition of various decentralization policies. Serious measures should be taken to arrange effective strategy based on comprehensive academic analysis. Using system thinking method, the archetype providing short description and overall comprehension. This research recognized that public participation in local government is a complex system consists of various sub-systems. Simplification of the system of public participation for local government shows that the archetype is limits to growth. This comprises of two loops: reinforcing community and balancing elite loop. Limiting factor for the system is central government support while the leverage is local elite’s role. <span style="font-size: 100%;">The implementation of decentralization policies in reformation era has encouraged to localize implementation of the most government functions. Is the localization contrary to the globalization? Globalization is surely going to cause dividing the world in two parts, namely parts of the connected and isolated parts. Localization has a big chance to create an isolated hemisphere, although it is not always so. There is still a space for localization to take benefits of globalization. <span style="font-size: 100%;">The main problem of this research is ineffectiveness of border area management. Too many problems are faced by field administrator and local authority which is raised by lack of institutional support from central and local government. New model of border area management is needed in strengthening its effectiveness. This model was arranged by considering empirical result such as different function of multilevel government, lack of coordination and incapable institutional arrangement, and lack of management effectiveness. This study based on descriptive qualitative methods. The new model propose that there must be a clear division of authority between central, provincial and local government through principle of externality, effectiveness and efficiency. This new model entails proper institutional design that strengthening coordination between multilevel government and empowering institutional design in local authority.</span></div>
